To provide guidelines for the assessment and mitigation (or enhancement) of irrigation development impacts on aquatic resources in rural livelihoods.



Executive Summary
Objectives
Based on investigations in Laos and field testing in Sri Lanka the project will devise and test practical guidelines for the integration of natural aquatic resources considerations into irrigation development. This will include guidelines for:
(a) the rapid and participatory appraisal of resources, their role in livelihoods, and the institutions governing their use;
(b) the identification of technical and institutional measures to mitigate negative or enhance positive impacts;
(c) the development of effective collaboration between stakeholders.
Methodology
Data on aquatic resources impacts obtained in R7235 (Impacts of Irrigation on Aquatic Resources) will be analysed further to characterise livelihood impacts, and opportunities for enhancing the role of aquatic resources. Potential technical measures for the mitigation of impacts will be reviewed. Field studies will be carried out in Laos to fully characterise the role of aquatic resources in rural livelihoods under the influence of irrigation development, and to identify locally appropriate technical and institutional measures to enhance this role. Guidelines will be drafted after the conclusion of the Lao case study, and field-tested in Sri Lanka before being finalised in a workshop with a range of relevant organisations.
