Practical Guide To Mainstreaming Gender In Water Projects

R Number:  R7129
Contractor:  WEDC, Loughborough University
Dates:         January 1999 to January 2001
Development, testing and dissemination of a practical guide which will enable engineers, planners and managers to consider the needs of both women and men in peri-urban and rural water, sanitation and irrigation projects.

Executive Summary
Objectives

  • Purpose
Tools and training materials are used by engineers and managers to incorporate gender issues in their work on water projects in peri-urban, rural and emergency situations.

  • Outputs
    1) Practical guide including background information, case studies and checklists which is assessed and field-tested by collaborating partners in South Africa (Mvula Trust and CSIR) and India (UNICEF).
    2) Training materials (1-2 days) based on the practical guide and emphasising the use of country-specific case studies wherever possible. The training materials will be tested in workshops in South Africa and India.
  • Methodology

Existing literature, tools and on gender in relation to water and other infrastructure projects have been reviewed. A range of technical manuals has also been reviewed to get an appreciation of the "do's and don'ts" which should be considered when preparing a practical tool for engineers. The draft practical guide is currently being prepared and this will be assessed by the international Review Group as well as the collaborating partners in India and South Africa. Once the final draft manual has been prepared it will be tested and modified through field visits and discussions with the partners; this will provide an essential southern perspective on the outputs.

The training materials will be based on the practical guide with additional case study material. These training materials will be tested and modified through a series of one day, in-country workshops with engineers and planners from the partners. The partners and also the Review Group will have a key role in disseminating the final version of the practical guide.

    Results

The final Practical Guide will be advertised and disseminated to as wide an audience as possible to ensure that field engineers, planners and project managers in both the South and the North has access to this tool. Dissemination will be facilitated by the Review Group and partners, and the WEDC network will also provide useful links for dissemination (e.g. BOND, GARNET). The anticipated result of producing and disseminating this practical guide is that it will encourage an improvement in gender-related skills, attitudes and knowledge of engineers and managers working on water and sanitation projects
