Executive Summary
Objectives
Outputs:
1. Background literature survey of project experiences and theoretical analyses in urban sanitation around the developing world.
2. Field studies of existing sanitation facilities, attitudes, practices and infrastructure of institutional policies, resources and practices in the sector, and of inter-relationships between agencies and poor communities in South Africa, Zimbabwe and Zambia.
3. Analysis of findings from field studies and literature survey; identification of key constraints to better practice and of key strategies for improved performance.
4. Development and dissemination of guidelines for improved practice through local, national and international workshops and publications.
Methodology
A continuing literature review of worldwide experience, institutional and national policy, and theoretical analysis, is ongoing.
Field studies of relevant regulations, policies and practices in urban sanitation in the three study-countries, and of selected poor urban communities in those countries, are about to start in early 1999.
Results
Early studies of other research and sanitation practice have identified some key issues for investigation, but field research, which is about to start, will test whether these are really the most significant issues, and, through analysis, how they might be tackled to improve the delivery of effective and sustainable services to the urban poor.
